Does have NX a "Features Recognition" option?
For example if I have an imported STEP body and I want thet NX genenerates the body as sketches, extrudes, fillets, ...
 
No.
However, the synchronous modeling tools are excellent for working with unparameterized bodies. There are commands to add dimensions to your model that will then work to drive the model parameters. Also, there is "edit cross section": which will create a set of curves through a section you define, the curves will then act as a sketch to drive changes to the model (works well on prismatic parts).

I think Solidworks has something like this. I do not know how well it works I never have used it. What Cowski mentioned above works pretty well.
