Fatigue Assessment of PV Attached Piping Nozzle Flange Bolts

Do nozzle flange bolts for a pressure vessel need to be evaluated for fatigue as part of a vessel fatigue assessment per ASME boiler and pressure vessel code requirements (Section VIII, Div. 2) or are they investigated as part of the piping analysis?

I don't sure if the following definition is exist in VIII-2, but according to VIII-1, U-1(e):
In relation to the geometry of pressure-containing parts, the scope of this Divsion shall include the following:
(1) Where external piping...are to be conected to the vessel:
(-a)​
The welding end connection for the first circ. joint for welded connection.
(-c)​
The face of the first flange for bolted, flanged connections.
