Family of three killed by falling concrete from bridge

Yes, I saw that earlier today. If this was an active construction site and they were moving or working with the section of concrete that collapsed, then why in the hell were they even allowing traffic to be in those lanes?

Here in SoCal, if it's a highway that cannot be shut down during prime driving hours, they shut it down at night and do this sort of work then. There is NEVER any overhead work like this going on while highway traffic is present.

To an Engineer, the glass is twice as big as it needs to be.
 
This is about 1 mile from my house. Went by there a couple of times, but not underneath where the deaths occurred.
Latest explanation is "lack of coordination" between Contractor & flag men.
The road underneath is a 2 lane road. Usually not heavily travelled, but getting busier with new housing being built.
The concrete saw is still parked on one end of the bridge, probably until investigation is complete.
