Fake GTOL in note CREO 3.0 M040

Is there a way to fake a GTOL in a note in Creo 3.0 M040? Note should be something like

<surface GTOL> UNLESS OTHERWISE SPECIFIED

We used to (Creo 2.0) be able to do this with:

@[<SURFACE PROFILE SYMBOL>@]@[0.25@]@[A@]@[B@]@[C@] UNLESS OTHERWISE SPECIFIED

I can't get this method to work in Creo 3.0. Since this is a general note, I don't want there to any parametric relationship to the drawing or the model.
