I just recently ran into this question with another engineer. a facade engineer says no, a EOR says yes.

in design of metal facade panels (i.e. attached to metal studs/plywood/block/cmu), would you include GCPi in the wind load calcuation for these members? it's not the main part of the exterior wall system, as opposed to just a skin. so would internal pressure really actually be affecting it?

It depends on the sealing condition of the cladding. If completely sealed with no potential breach and not contiguous with any penetrations of the structural wall, then GCPi goes to 0. Otherwise, yes.
