Is it possible to retain the color of a note in drawing when we try to use Export-PDF with Black on White colors in print properties?

Export-PDF retain note color on black an white propeties

There is no way to do what you want simply; you are creating extra work for yourselves.
What you can do is make a custom color palette with all black and white colors except for the note color then switch to that palette when you want to print and back to the (saved) standard palette when you are done with printing.
