We are dealing with a 230mm concrete pavement to be placed on top of an expansive clay, expansions are about 4% to 5%. We will place a 100mm cement treated granular base beneath the slab and we want to place a lime treated sub-base for swelling control. We would appreciate your advice on determining the thickness of this sub-base to control the swelling.

How thick is the clay layer? Can it be removed from under the pavement?

Agree, the thickness of the expansive layer is important to know. But in general the depth to replace is a matter of risk tolerance and money. The more you replace the less risk you have but the more it costs.
Also make sure you provide good positive drainage for any water that gets through the pavement so that it cannot penetrate to the expansive zone. If the water can't get there, it can't swell.
