Eurocode 7 characteristic values 1

EC7 has outlined the concept of "characteristic values" of geotechnical parameters, to be used in limit state design, concept not without its ambiguities or drawbacks.
EC7 directive has been recently enshrined into some European member states building legislation (Spain, Italy...).
Anyone has ever employed or is currently employing specific procedures to evaluate such "characteristic values" in practical geotechnical design?

Mccoy - I've been wanting to get a copy of EC7 - Tomlinson in his book on Foundation Design and Construction references it quite a bit. In USA it seems to be LRFD that is similar. Washington State has a new geomanual that has LRFD as its basis. See links below:
