Ethylene Oxide safety valve

We are using a flare to dipose Ethyle Oxide coming from a PSV to a water reservoir. the EO (gas) "produce bubles" in the water at the exit of the flare. Being the EO highly flamable it could be posible that it ignites inside the water causing the fire flashing back in to our piping system and consequently into the vessels. Is there any "special" check valve (safety valve) we can use in order to prevent this possible fire going backward and produce an explosion in our plant?

ARCO researched a water bath coil that would absorb the heat and stop the flame propagation, I don't believe it actually worked though.
