Is there a chip a method that can be used to slow the transfer rate down on a 10Mbps network to a NIC? Say taking 10Mbps and passing it through a 'rate limiter' and out at 1Mbps?
You would have to use either a QoS solution or a managed switch to throttle the bandwidth. If your talking about throttling the bandwidth with software on the local machine, i'm not quite sure, but there is bound to be something available.
Some of the Cat-5 cable testers have an option that lets you take the cable off the NIC at the compute, plug it into the tester and set the tester to locate. The tester will then cause the link light at the hub or switch to pulse.
