I always have concerns about using acid etchants for reinforced concrete.
You don't mention why you want to etch, but consider using an acid that would be more likely to be completely consumed in the etching reaction, such as citric acid. It is readily available and will etch sufficiently for laitance and coatings.
Neutralize any acid application with an appropriate alkaline application after etching. Bicarbonate of Soda works fine for most applications.
