Estimating traffic volumes on bridges from nearby counters

Has anyone seen a methodology (for planning stage design) to estimate traffic counts on bridges from nearby traffic counters?

For example, consider highway A that is 20 miles long. on Highway A there might be 4 interchanges, 15 bridges and culverts and two traffic counters.

Is there a methodology to estimate the traffic count on these bridges and culverts perhaps at a high-level such as High, medium, or low based on adjacent traffic counters?
