ESFR's and lighting obstructions

nfpa 13 2016 8.12.5.2 #2 says no coverage is required underneath (the obstruction) if the obstruction is 24" or less in width and located horizontally from the sprinkler at least one foot. To some of us "horizontal" means at the same plane but others argue that it is one foot horizontal and at any elevation versus the sprinkler deflector. Anyone want to chime in? Thanks!

I would argue if the obstruction is above the deflector, then it is not an issue.

I have used 1' away at any elevation. For example, a typical warehouse light is going to be suspended below the sprinkler deflector. I make sure to stay 12" minimum from the near side of the light. Same as structure - joists / girders. The bottom chord is going to be below the ESFR deflector. I maintain 12" horizontally from those.

I'm not sure if that answers your question or not.
