EPA Engine Certification - 2-stroke - oil emission

First, I appologize if this question has been answered. I searched, but being new to eng-tips, probably missed the information I seek.

The EPA allows manufacturere of snowmobiles that use 2-stroke engines to test those engines and submit the test results for certification. I have questions regarding the tests, certification, and subsequent maintenance adjustment.

1. Because all of the lubricating oil used in most 2-stroke engines is emitted in the exhaust, how are the parameters that control oil input to the engine (today, generally by injection via a variable-displacement pump into the crankcase, separate from the air/fuel intake) recorded for certification? Specifically, if certification is submitted at a specific oil pump setting, is that setting part of air quality certification?

2. If the manufacturer requires the setting of the variable-displacement pump to be increased after vehicle delivery, is re-certification required?

3. Because the oil emission of a 2-stroke engine is approximately 100 times that of an equivalent 4-stroke engine, it would seem that the qualities of the oil used in the 2-stroke would be of interest, but there seems to be no control of what oil is used. Is there any control or is this not really an issue?
