enriched air in CS

Dear Experts,
I'd like to obtain your valuable hints/comments on the following situation:
- there is an existing CS line currently managing hot /compressed / wet air;
- design conditions are as follows: temperature = 280 °C, pressure = 4.5 barg:
- oxygen content shall be increased up to a safe limit (under a corrosion / combustion point of view).
How could that safe limit (ie max %vol of Oxygen) be identified?
From EIGA docs it seems that 23.5 could be this limit but only when T is less than 150°C and in dry conditions.
