While I'm not aware of any forum within Engineering Tips that fully meets your requirement, you should have a look at the following site:
This site is a free specialist forum for CATIA users and covers CATIA, ENOVIA, TEAM, etc. (Basically all Dassault Systemes products).
Of course, you could always look at setting up your own special interest forum within Engineering Tips .... (there is already one for CATIA Products under the following directory: Home > Forums > Engineering Computer Programs > General Engineering Programs > CATIA products Forum).
