Engine Governor Sizing - Matching Governor to Fuel Rack

Can anyone give me advice as to how to pair governors (like Woodward) to the fuel racks on engines (like CAT 3516)? How about performance issues like if you want to have a certain high response - do you oversize the ft-lb requirements by some amount?
