Energy Star certifications 1

After some googlin' and finding only devices that are rated, I am trying to find out WHO gives the energy star ratings..ie is this similar to a NRTL rating or more of a CE..self certified and if so, what are the standards that you need to fall into? This is for a consumer electronics device.
