if you base on ISO 15614-1-2004 you find in chapter 7.4.2 Transverse tensile test, 3rd item reads:
However, the relevant part concerning pipes is more correctly described in the german original of DIN EN ISO 15614-1:2012, which reads
translation of that part ... and when
the full section of
small pipes is used ...
"Small pipes" is meant to be in the sense of pipes with a small diameter, small not being quantified elsewhere.
So, if you reckon that you have a small diameter, you can decide it yourself to use the full section.
Seems to me, these two matters (ambiguous translation and nonquantified decision criteria) might be of interest to the CEN board, so if you're EU based, why not approach them from your professional position?
