is Emerson OVATION PLC control system support hot redundancy ?
is it a reliable control system ?

Emerson's Ovation is more correctly categorized as a DCS (distriubted control system), as opposed to a PLC.

I can't answer specifics about redundancy, but DCS's are generally considered reliable with the amount of engineering involved in the system.

Ovation is indeed a DCS not a PLC. It can be reconfigured with redundant processors, comms, Historians, etc and it is possible to operate the I/O in a redundant confidence configuration. A quick call to Emerson would have aanswered this question...
