Embedded PVC conduit for emergency systems NFPA 130

I am looking to install a conduit system for emergency ventilation fans and was going to use embedded pvc conduit for the raceways.

NFPA 130 (2010) 6.3.2.2 requires that

"Conduits, raceways, ducts, boxes, cabinets and equipment enclosures shall be constructed of noncombustible materials in accordance with
the requirements of ASTM E 136. The previous version of NFPA 130 also had a sub guideline that read:

"6.3.2.2.1-Other materials, where encased in concrete or suitably protected, shall be acceptable." but this item is removed from the 2010 version. I know that NFPA 70 Article 700 allows conduit in 2" concrete encasement for emergency systems but does the removal of "6.3.2.2.1-other materials" from NFPA 130 prevent me from using PVC since its not an ASTM E 136 noncombustible material?

I would appreciate any opinions or feedback on the issue.
