Many generators will not run if there is an engine fault. This could be low oil, over temperature or over speed. It could also be a bad sensor or loose connection on a sensor. It could also be the safety relay holding contact, the stop button contact.
I would check the oil and coolant then break out the multi-meter and start trouble shooting.
