Electrical isolation coating for copper

I am looking for a coating for copper that may be electrical isolator, work in vacuum at 500ºC (930F) or higher and not decomposes in that environment. The copper will be bended a few.
The copper laminates are 0.1mm thick and the coating must cover about 30microns.
I were thinking about oxidize it using high temperature, make electrolysis, sputtering or similar or use an acid to create a salt.
