Electric Fuel-Oil Pre-heater protections

Hi all,

We have Fuel-oil pumping station that is provided with two steam fuel-oil preheaters and one electric preheater. Everithing is on a normal pumping pressure of 12 bar, and the circulation temperature is 120°C, DCS controlled.
The electric pre-heater the only protection it has is an overpressure relief valve, and the heaters turn on and off with the tempreature controller of the main pumping line.
But I think there should be extra protection, for example a thermostat, or a pressure contact. My question is which are the standards (ASME or similar) regarding this kind of electric heaters, if there's any.
