Can anyone help me how to determine dimensions for LR 90 degree Elbow used to join two pipes of 2" NPS Long Welding Neck Flange?

Do you have a sketch? This sound really weird. Usually an LWN is used on a pressure vessel, and has 2 ends; a welding and a flanged end. You want to join the welding ends of 2 LWN's together using an elbow?
Do you intent on using a standard elbow, like B16.9? There are not off-the-shelf elbows for such (weird) configurations available.

What Code are you design to? Whats the application?

Yes you are correct. This elbow is particularly meant to join LWN nozzle with another one. The nozzle is used as drain for the vessel and extrudes out of the skirt.

Why to be restricted by the dimensions of the WN or LWN flanges?
Consider to add a section of pipe to make up the proper length of the vessel drain.

This piping away from the vessel. Just use normal WN flanges and standard BW fittings.
