Does anyone knows how to calculate the effective projected area of a outdoor lighting fixture?

Usually provided by the manufacturer. Don't forget the pole.
or You can find it by doing a projection on drawing, viewing from the side that will project the maximum area to wind. It will be one of the side views. Area bound by the permimeter of the (largest) side view will be the EPA.
