Effective Normal Stress for Hoek and Brown Shear Strength Equation

How is s‘n or the effective normal stress determined for use in Hoek and Brown’s equation presented in AASHTO LRFD Bridge Design Specifications 2007 10.4.6.4-1? I believe this can be solved for if a tri-axial test was performed, but I only have unconfined compressive strength test results. Is it correct to take the effective normal stress of the soil and structure above, or is would this be different because of stresses which exist in the rock?
