Edge strip on RC two way slab

Hi i need some help in deciphering some code "wordings". Currently i am designing a continuous 2 way slab using British code 8110-97(i have used ACI all my life). the code says that the slab is divided by middle strips (3/4 L) and edge strips (1/4L or 1/8L at both ends). The code says "Reinforcement in an edge strip, parallel to the edge, need not exceed the minimum tension reinforcement"!.

I agree that minimal rebar is to be used for the exterior edge of a slab. But interior edges should not used minimum rebars because of the hogging moment.

can anyone explain this provision of the BS 8110 "Reinforcement in an edge strip, parallel to the edge, need not exceed the minimum tension reinforcement" because may be i am just misinterpreting it.
