ECCS Formula-never seen this one before

From COMPRESS: Pressure during the shop hydro test exceeds 90% of the head plastic buckling pressure = ???? psi. The minimum thickness recommended by the ECCS formula = 0.???? in.

I found one thread on the ECCS formula but not much else. Can someone provide me a reference or link?

I think I can change and few things and make the warning go away. I had just never seen it before and was investigating exactly what it was and how it applied, so I posted here. I was going straight to the website next when you replied.
