Earthing test of distribution system.

Dear Sirs,

1. How to check the earthing resistance values for 33 kV, 11 kV and LT lines distribution poles?

In a 11 KV O/H distribution line about 1.7 KM (only) and each individual poles are earthed with Earth spikes ( Earth resistance of each location is less than 5 Ohm).

But Inspector is insisting us to provide continious earthing for the said O/H line as per IE rules. I could not traced the same from IE rule book.
