earth fault protection in compensated type of MV system

dear experts,
we are having 6.6/11 kv compensated type of system (using ASC).earth faults relays are CBCT based (USSR design)and do not give proper discrimination during sustained earth fault.
pl.suggest any better protection technique along with type of relays needed,etc for sustained as well as transient earth faults.we have plain e/f over current relays now.
