Does anyone know the procedure on how to deal with the endangered dwarf flowered Heartleaf on site. We are laying some new utility pipe and fill dirt will be need which will kill some dwarf heartleaf.

Accidental fire?
Just kidding, in my experience, we actually had to cut off an edge of a lease due to another endangered plant.

Hire your local botanist to dig up and preserve the plant until construction is finished and then replant in similar location with careful tending until established. Some jurisdictions allow remediation at other sites to offset construction losses.

Who is paying? The environmental correct answer is: dont handle or touch it, go around.

Alternative: possible to bore under without disturbing growing ground and natural water level?

Look at local rules. Other solutions might be 'cutting corners' and might give you a fine or at least an ethical bad reputation.

If this is the case I would advise you to vote for the correct solution within your company, and not let breaking rules be your responsibility.

(The ethical test: Would I like it and how would I react if this became known and an item for the press? )
