Duct penetrating wooden horizontal fire-rated assembly

Hello, I have a situation where we are designing a multi-family housing project. We would like to take the supply duct up from the furnace in the closet, penetrate the horizontal fire-rated assembly, and run the ductwork in the joists. We will have radiation dampers on the diffusers but it looks like there is not a fire damper out there that is listed for use in a wooden horizontal fire-rated assembly. Has anyone run into this issue before? Do we really have no choice but to build a shaft for each unit that is only about 18" tall? Seems so odd to me that there isn't a fire damper listed for this. Would appreciate any solutions you have come across if we can avoid building tiny shafts in every unit. Thank you.
