In the jurisdiction you practice, do they conduct Dam Safety Review (DSR) for existing dams, in addition to the annual inspections? If so, which party does assign/retain a review engineer for DSR?
The owner is ultimately responsible for the safety of the dam. Whether the owner is required to conduct DSRs for their dams is dependent on the jurisdiction. In Canada, most responsible owners will require DSRs be conducted in accordance with the CDA Dam Safety Guidelines at a minimum.
