Dry Stack Masonry Foundations?

I overheard a precast building manufacturer suggesting that their buildings be set on reinforced dry stack masonry piers, to be designed by others. Not being familiar with them I did some searching on the internet and found quite a bit, including a TEK by the National Concrete Masonry Association.

What are the practical applications of these wall and/or pier systems as compared to conventional block?
