Drop down fire escape stairs

Pretty sure most modern codes no longer allow those? There may be something in local codes that let you do it, but unless it's restoring existing ones I'm pretty sure those or a no go nowadays.

It's requested by the architect for a project in Africa.

He needs external stairs to be used only in case of emergency and leave enough space for acces below.
