pre-construction cross sections were not completed so the survey is a bust. The method of measurmentt for payment was to be pre- vs post construction cross sections. Monthly payments were baised on truckload counts. Is it reasonable to utilized truckload counts as a method of measurment for pay quantities. The material was dewatered so it consolidated. Hauling less material because an in-situ cross section would have recorded more volumn prior to dewatering and consolidation. Any data on truck load count as a method of measurmentfor pay quantities, if the survey data is not availabel of accreate.
