Drawing Template - Back ground image sent back

Hi, Does anyone know if its possible to add an image to a drawing template that would appear behind any other objects (Drawing views, tables, etc).

For example, if you want a large company branded image in the upper right corner as a drawing background, then as you place your vesision table in the upper right corner and any drawing views, dimensions etc, they would appear in front of the image (bit like send back, bring forward in microsoft applications).

Ive tried putting on a different layers, but cant seem to get it working

if somebody can help you move things in the Z-direction using a program ( Journal ? ) then it might be possible.
it is not possible w manual interaction. there is no such thing as send back / bring forward in NX.

( I have an IR reported to Siemens about this, that images are covering other things and that it cannot be managed.)
