dowels for masonry wall

I have a one story house that has approximately 2'-0" of unbalanced backfill against the foundation wall. From top of footing to joist bearing is 2'-8". The wall itself is 12" cmu. is there anywhere in the IBC residential code or ACI that requires this wall to have dowels into the footing. They aren't required by design. The contractor doesn't want to put them in because he has already poured the footing and they will have to be epoxied in.
