dowel rebar into rock 1

I am designing a steel frame. Its footing should be set on a big rock. I try to dowel rebars into the rock and grout them with epoxy to resistant the moment from the frame. In order to make sure the rock is strong enough to anchor the rebar, I would like to do some tests after rebars have been set into the rock.

Does anyone know where I can obtain a technical specification for this test? Thank you very much for help.
