We will pour concrete against two existing walls one on either side. I want to dowel into the existing concrete. What steps are needed?

Drill a hole, epoxy in a dowel, spaced as wanted.

Can you provide a sketch of the configuration? What are the loads on the walls? Do you expect any settlement of the new wall or consolidation of the soil?

Also if there are going to be lateral pressures (i.e. soil loading) we typically have a steel angle installed on the inside face of the new wall and fastened to the old wall with either dowels or mechanical/chemical anchors. This angle provide lateral bearing area instead of just relying on the dowels.
