Dowel embedment length

When drilling and grouting rebar into existing concrete slab ( or wall, etc) to transfer shear only, I used ACI friction steel equation to determine the amount of rebar needed. However, the Code seems vague about the necessary embedment to develop such shear capacity. Anyone care to share how you deal with this?

You can calculate it from the resulting shear profile in the concrete (a failure wedge along the rebar); however, pavement dowels are used for direct shear transfer and the typical embedment, either bonded or unbonded is about 9 inches.

Having installed a lot of pavement dowels, I agree with Ron. Also for shear only, smooth dowels are a lot stiffer than deformed bars.
