Double deck EFRT- Emergency drains maximum flow

When emergency drains begin to operate we are to use weir flow approach until we have full/complete section flow. From that condition on, assuming static head is increasing, what would be the best way to estimate water flow? How to consider influence of floating roof in the flow, once water entering emergency drains is at the same time elevating the roof. This certainly is decreasing flow intensity. Is this relevant?
Trying to figure out water load peak during intense rainfalls.
