I have a case where double angles are used as compression members (braces). However, they are picking up some wind loads causing bending about the y-axis. AISC doesn't specifically address this situation if Chapter "F". Any suggestions

Can you check bending for one angle of the pair?

There is some commentary in the code about this. Essentially, the recommendtaion is to use the weak axis provisions for wide flanges and channels as a guide.

This basically means using Mp or 1.6*My as the nominal capacity.
