doppler shift through fiber optic cable

I'm thinking about measuring vibration using doppler shift with something like
The problem is that I have a rotating reference frame, and it's unreasonable to move the "beamer" with the test specimen.

Do you think I might be able to use fiber optics to "rotate the beam" without distorting the signal?
