I am seeking a suggestion for the best material I can use to make a durable dog toy. Any suggestions would be appreciated

I'm guessing you are looking for a soft/tough/resilient material.

Rubber, latex, synthetic rubber, polyurethane, polyurea and various blends have all been used to make dog toys.

You will probably need to better describe the material properties you are looking for.
 
Seems to me that going to the local Petsmart would be the likely starting point.
