Does piping (liquid and gas hydrocarbon) could be installed above water vs above the deck?

An old dock will be upgrade to load a bigger vessel. Based on the Marine Oil Terminals document of the California Building Code (2010) chapter 31F, under section 3109F piping and pipelines items 2 (section 3109F.2) it is mentioned:

Piping and pipeline systems shall be installed above deck (for new).

The project is for the Oregon state. I was not able to find a similar document for this state.

I would like to know if someone has some experience related to this specific request that piping has to be installed above deck.

Is this mandatory (according to the California building code shall is used for mandatory) and applicable outside of California?
