Distillation Tower & Liquid Overfilling

I am evaluating a 115-ft tall Distillation Tower.
In the 1960's it was installed on a previously used foundation.
The tower MAWP was 80-psig and liquid level less than 50-ft of water.
In the 1990's, the tower was rerated to 90-psig and liquid level less than 5-ft of liquid with 0.56 fluid gravity.
Today by corporate directive, the tower must be evaluated for liquid overfilling.
I am not exactly clueless how to "frame-the-problem", but would appreciate any comments.

Question: Has any one else experienced similar cases where the foundation limits liquid overfilling??
