Dissimilar Metal Connection

Does A36 connected to Stainless Steel require seperation? Also does Stainless Steel connected to Aluminum 6061-T6 need sperations? The galvanic diffence for both connections is not great, but I do not know what an acceptable difference would be?

Come back with a little more about the enviroment that you are concerned with and the application if possible.
 
The connections are as follows:
A stainless steel tube is used as a spacer between an aluminum fire escape and the A36 steel frame of an air traffic control tower located in the south eastern United States. The Al/SS connection will be exposed to the weather. The A36/SS will not be exposed to the weather.
Do you know of a good reference on this topic?
 
There is a Navy guide to structures that are exposed to coastal/marine environments.
Why is the tube stainless? Why not Al? and just eliminate the issue.
