Has anyone heard of a method of cubatures used for estimating flow in a tidal stream?

A gage upstream of head of tide and the tidal fluctuations downstream of your project site are combined with storage in the reach to come up with some discharge value. That is all I can find out from google - along with a USGS publication that has an example but doesn't explain much.

Has anyone ever used it?

If not, can the discharge be estimated using basic USGS info, location of HOT, tidal gage nearby, and fluvial gage nearby?
